Mission
Direct, coordinate, execute and control compliance with the policy approved by the State and the Government for the sustainable development of the activities of the oil and gas sector in the country and the attention to its business system.
Function
1. Guarantee the preparation of application policy proposals in the Oil and Gas branch, in coordination with the National Energy Policy and Strategy Directorate, for presentation to the Government's approval, as well as their periodic updating and control of their implementation, once approved.
2. Guarantee the preparation of the proposals for the development programs of the Oil and Gas branch, in the medium and long term, in coordination with the National Energy Policy and Strategy Directorate, for presentation to the approval of the Government, as well as its periodic update and its implementation, once approved.
3. Guarantee the preparation and updating of policies and programs for the development of domestic fuels, in coordination with the National Energy Policy and Strategy Directorate for presentation to the Government's approval. Guarantee their implementation, once approved.
4. Control compliance with state and government policy regarding research, prospecting and geological exploration of oil and gas.
5. Control compliance with state and government policy regarding the processing policy, as well as the commercialization of oil and gas and its derivatives.
6. Collaborate, together with the National Energy Policy and Strategy Directorate and the MEP, in the process of drawing up fuel and lubricant consumption plans for all sectors of the country.
7. Advise, together with the National Energy Policy and Strategy Directorate and the MEP, in the preparation of the national balance of fuels and lubricants and its updating.
8. Collaborate, together with the MEP, in the preparation of directives for the preparation of short and medium-term plans and the determination of their directive indicators, in the sphere of their competence.
9. To dictate the approval of the short and medium term plans, presented by CUBAPETROLEO, ensuring compliance with the directives in this regard.
10. Advise the minister and the Governing Board on the management and control of the business system of the CUPET Union.
11. Establish the indicators to evaluate the results of the management of the CUBAPETROLEO Union and its business system, periodically controlling their compliance.
12. To rule on the performance of the CUPET Union, for the quarterly economic financial analyzes of the Ministry with said organization, as well as for the annual balance.
13. Investigate, together with the Cuban Petroleum Union, business opportunities with foreign capital in this area.
14. To dictate the draft negotiation directives, in this area to constitute AEI, for presentation to the approval of the corresponding instance.
15. Control compliance, by the designated negotiating team, of the negotiation directives approved for the constitution of each AEI, in this area.
16. To rule on the proposals for the Constitutive Documents of the AEI, and the economic technical foundation of the business in this sphere, in conjunction with the other areas of the Ministry.
17. Control the results of the AEIs in operation, in this area.
18. Execute, together with the CUPET Union, the directives of the Cuban side, to be evaluated in the Boards of Directors and Shareholders that ensure compliance with state policy.
19. To rule on the requests for extension and dissolution of the AEI constituted.
20. Control the rational use of foreign technical assistance by CUPET.
21. Collaborate, together with the Directorate of Organization, Planning and Information, in the preparation of policy proposals and strategies for collaboration and scientific-technical cooperation of the oil and gas activity.
22. Control, together with the Directorate of Organization, Planning and Information, in the control of compliance with the collaboration programs of the branch or activity that it serves, signed with countries and International Institutions.
23. To rule on the technical-economic feasibility studies and the preparatory documentation for the new investments in its sphere of attention.
24. To rule on the proposals of the Investment Plans in the short and medium term, in its sphere of attention.
25. Control the investment process of CUPET, in particular of the investments in execution selected.
26. Advise the Directorate of the Ministry in the authorization for the start of the implementation of new investments, if applicable.
27. Evaluate the results of the selected investments, once completed, determining whether they met the objective for which the investment was conceived.
28. Control the strategic projection in the oil and gas sector, for the development of quality systems, environmental management, science and technology, investments and maintenance.
29. Control the program for the shutdowns of the main plants and industrial facilities of CUPET for their maintenance and capital repairs.
30. Promote the introduction of research results, technology transfer and technological advances in the oil and gas sector, controlling their inclusion in short, medium and long term plans.
31. Promote collaborative relationships with universities and research centers in the oil and gas sector.
32. Control the research and development program of the Oil and Gas Sector, as well as the application of its results.
33. Control the application of safety and health regulations at work, in its sphere of competence
34. To dictate the export policy, including coverage, and import substitution in its sphere of attention,
35. Control compliance, by CUPET, of the export and import policy approved by the Ministry, promoting and controlling the development of productions and services that create exportable funds and / or substitute imports.
36. Controlling the execution of CUPET's export and import substitution plans and programs.
37. To control ONURE in the fulfillment of its functions of regulation, inspection and control of the consumption of fuels and lubricants in all the entities of the country.
38. Control CUBAPETROLEO in the correct application of the rules and regulations for the rational and efficient use of fuels, fuels and electricity, which includes proposing the approval of projects aimed at increasing efficiency in their use.
39. Control, in coordination with the ONRM, compliance with the regulations established for the exploitation and production of oil and gas, both in state-owned companies and in AEIs.
40. To dictate the norms and regulations for the rational and efficient use of fuels and lubricants, which includes those of their consumption by imported and nationally produced equipment.
41. Promote the dissemination by the mass media of actions aimed at saving fuel and lubricants.
42. Direct the carrying out of inspections within the scope of its competence.
43. Direct the process of preparing the proposals for wholesale and retail prices of fuels to be applied in the economy.
44. Contribute to updating the studies on the country's energy matrix, proposing the introduction of new, more efficient and cleaner fuels, to the extent that economic and commercial conditions allow, in coordination with the National Energy Policy and Strategy Directorate. .
45. Establish policies and objectives for the creation of new oil facilities, service centers, fuel storage.
46. Direct the development and updating, in conjunction with the corresponding agencies, of the technical standards in the handling, transportation and storage of fuels and lubricants to all sectors of the country, proposing their approval and controlling their compliance.
47. Advise the Directorate of the Ministry, in the preparation and analysis of proposals for legal provisions, rules and regulations of the branches or activities within its competence.
48. Attend, at the request of the Ministry's direction, the agreements of a technical-productive nature, work plans and protocols, preparing evaluative reports with recommendations for decision-making at the corresponding level, related to matters within its competence.

Guidelines to which it responds:
GUIDELINE 248: RAISE THE EFFICIENCY OF THE REPAIR AND MAINTENANCE SERVICES OF THE ELECTRICAL COOKING EQUIPMENT AND OTHER APPLIANCES, WITH A VIEW TO ACHIEVING THEIR PROPER OPERATION.
GUIDELINE 249: ADVANCE IN THE RELEASED SALE OF LIQUEFIED PETROLEUM GAS AND OTHER TECHNOLOGIES, AS AN ADDITIONAL OPTION AND AT NON-SUBSIDIZED PRICES.
Main elements of the policy:
- Solve the difficulties of repair and maintenance services for electric cooking equipment.
- Apply a replacement policy for existing equipment, which increases the efficiency and performance of cooking technologies in the residential sector.
- Introduce the free sale of LPG gradually and territorially with the aim of making the cooking options available to the population more flexible.
- Design of incentive systems and regulatory measures that induce the population to use electricity for cooking.
The measures in process are:
1. Guarantee the sale to the population of induction cookers and their utensils.
2. Generalization of the free sale of LPG.
3. Disclosure plan and follow-up to the opinion statements of the approved measures.

The food cooking policy considers the annual commercialization of 284 thousand induction modules, during an estimated period of 9 years.

In June the free sale of LPG began in the II Front and Los Palacios; in July the sale began in the III Front. During the year, municipal capitals of the country will continue to be incorporated into the released sale of LPG, taking into account the arrival of resources and the preparation that is achieved in each territory.
